Certificate Issuance Service (Online Application)At Rikkyo University, a new Certificate Issuance Service started in March 2024. You are able to request certificates online anytime of the day and receive them by postal mail, at convenience stores (Seven-Eleven, FamilyMart, Lawson) located in Japan,or send digital certificates (PDF). This service sends the URL link to download the PDF data of the certificate directly to companies or other institutions. The PDF data of the certificate is time-stamped and digitally signed to prevent forgery. For more information, please see the information on "■Online delivery of digital certificates (PDF)" in the "Important Notes on Use of Service" section. |
Certificates issued via this service will be watermarked with POPITA® technology to prevent forgery. Also, it cannot be copied and used. *POPITA is a registered trademark of NTT Advanced Technology Corporation. However, some certificates will be issued on special paper with an anti-counterfeiting watermark (hereafter, security paper). In addition, if you choose to receive the certificate by postal mail, it will only be issued on the security paper). Please note that the Ministry of Foreign Affairs (the Ministry and Overseas Diplomatic Establishments) will not accept certificates with POPITA®watermark technology. In these cases, please select postal mail as the receiving method. *For system reasons, some students may be restricted from using convenience store printing and online delivery of digital certificates (PDF) (hereinafter referred to as "online delivery") due to the inability to print their name characters. (Certificates for such students can be printed from the automated certificate issuing machines installed on campus.) Issuance-related fees
*Current students may also continue to print certificates from the automated certificate issuing machines located on campus in the Academic Affairs Center/Independent Graduate Schools Office. Only the issuance fees (Japanese: 300 yen / English: 400 yen) will be charged when issuing certificates from the automated certificate issuing machines on campus. *A separate printing fee (60 yen/copy) will be charged when printing at a convenience store. *If you choose to receive by postal mail, a separate postage fee will be charged according to the postal method you choose. *Student discount certificates can only be issued from the automated certificate issuing machines on campus.
Once an application for a certificate has been completed, it cannot be cancelled, changed, or refunded. Please note that once payment has been completed, the certificate issuance fees and postage fee and system usage fee will not be refunded for any reason, even if you were unable to receive the certificate because the printing deadline has passed or for other reasons.

2. Important Notes on Use of Service

The name (name characters) printed on the certificate will be the name you used at the time of enrollment (graduation/completion). If you are using characters that cannot be handled by the system, you cannot use the "Print at a convenience store" or "Online delivery of digital certificates (PDF)" services. Therefore, for certificates with such name characters printed, please apply for the issuance of certificates by "Sending by post" (in such cases, you can only select "Sending by post" for the receiving method). ■The English name printed on certificates in English for Japanese students will be the one registered with the University at the time of enrollment (graduation/completion). For those who have graduated (completed their studies) and have more than one Student ID Number, please complete the "Additional registration of Student ID Number" before applying for certificates. You will be able to register multiple Student ID Numbers with one email address. *If you are currently enrolled and would like to apply for a certificate of your previous enrollment (e.g. if you are currently enrolled in a Master's Program and would like a certificate from your undergraduate enrollment), please apply from the login page for alumni (new registration procedure is required).
◆Application procedure
(1) After logging in to the "Certificate Issuance Service," click the menu button (gear symbol) at the top right of the screen. (2) Click on "Additional registration of Student ID Number."
Certificates printed at convenience stores cannot be officially sealed. If you would like for the certificates to be officially sealed, select the "Sending by post" option, and then select the "Tight cover" option under options for sending by post. Then indicate in the "Remarks" column how you wish them to be sealed (e.g., Certificate of Graduation and academic transcript sealed as a set) before submitting your application. If you have requested for a certificate using this system (Online Application) and have chosen to receive the certificate by postal mail, it will take approximately seven to 10 days for your certificate to arrive after application. Please note that it may take more time depending on the type of certificate you have requested.
- Please be aware that even if you select express mail or certified mail, the timing of posting does not change, only the number of days it will take for delivery will be shortened. Please allow 1 week to 10 days for delivery.
- Issuance of certificates related to Certification Courses takes about 5 days (excluding Saturdays, Sundays, and national holidays) to issue and send out due to the need to verify the student's record at the time of enrollment. If you are applying for certificates related to Certification Courses and other certificates (Certificate of Graduation, etc.) at the same time, and wish to have the other certificates (Certificate of Graduation, etc.) sent first without waiting for the certificates related to Certification Courses to be issued, please apply for them separately.
- We do not issue or post certificates on Saturdays, Sundays, national holidays, or during the summer and winter holidays. Depending on the status of administrative processing, we may require more time to issue certificates. If you are applying before or after the period when no administrative processing will be performed, please apply well in advance, taking into account these non-business poriods. For alumni, it takes about the same number of days noted in the number of days it takes to apply in person at the counter.
- Even in cases such as errors in postal addresses, the issuance fees, system usage fee, and postal fee will not be refunded.
- For overseas addresses, the certificates will be sent via EMS. Please note that the situation regarding overseas mail (EMS) differs depending on the country and region. For information regarding postal operations in each country or region, check the Japan Post website. If you would like to send the certificate to a country where EMS deliveries are suspended, please consult the Academic Affairs Office. If you have already applied to send the certificate to a country that has suspended EMS deliveries, we will send the certificate via alternative mailing options (such as international registered airmail) to countries or regions that have operating postal services. Please note that alternative mailing options may take more time compared to EMS and even if the postal charges for the alternative mailing option is less expensive than EMS, we cannot refund the difference.
The online delivery option of digital certificates (PDF) is a service that sends the URL link to download PDF data of the certificate directly to an employer company, educational/research institution, etc. The digital certificate is time-stamped and digitally signed, ensuring the same level of authenticity as a paper certificate. Also, if the certificate is tampered after issuance, an error message will be displayed when the PDF is opened, so that the recipient of the certificate, such as the institution to which it is submitted, will be notified that the certificate has been tampered.
■Note to applicants (students and alumni) - You must confirm the following with the institution you intend to submit the certificate to, before you apply for a digital certificate (PDF).
・Whether a digital certificate (PDF) issued by the University’s system will be accepted/not accepted
・The name of the company/organization, etc. (the name of the institution which will be printed on the certificate)
・The email address of the recipient: The name of the institution receiving the certificate entered at the time of application is printed on the digital certificate (PDF). A digital certificate (PDF) is issued as a PDF with a digital signature, and is not valid in printed form or if the name of the institution receiving the certificate cannot be identified. - Only one recipient can be designated per application. If you wish to send the same certificates to multiple recipients, you must apply to send a certificate for each recipient.
- If the recipient will not accept digital certificates issued and delivered by the University’s Certificate Issuance Service, but you are required to submit a digital certificate (PDF), please consult the Academic Affairs Office.
- The link to download the digital certificate (PDF) is valid for 3 months after issuance of the certificate (completion of payment).
- Make sure to check and confirm the contents of your application, including the email address which the certificate will be sent to. If you send to an incorrect email address by mistake, you can cancel (invalidate the download link) or resend the certificate if the recipient has not opened the link (the application fee cannot be refunded).

How to apply by post or in-person
For alumni: Issuance of Certificates
The University will not accept requests for name changes from alumni after graduation. If your surname and/or name has changed, please provide proof of the name change yourself by submitting an Extract from Family Register or other official documents to the recipient. However, if the certificate is being submitted overseas, it may be issued in your new name. Please contact the Academic Affairs Office for more information. The Ministry of Foreign Affairs (the Ministry and Overseas Diplomatic Establishments) will not accept certificates that are issued with POPITA watermark technology. For those who are planning to submit certificates to the Ministry of Foreign Affairs, we will issue the certificates using a special type of security paper with counterfeit protection. These certificates can only be received by postal mail (the options to print them at convenience stores or online delivery will be unavailable). At the end of the academic year (from 17:00 pm to 24:00 on March 31 every year), issuance of certificates by "printing at convenience stores" and "online delivery" will not be available due to the academic year changeover process. The option "Sending by post" is available, however, it may take time to send by post, therefore please apply well in advance. System maintenance may also be performed on an ad hoc basis other than the academic year-end. For such information, please refer to "Notice" on the top of this webpage.

The fees associated with the Certificate Issuance Service differ depending on the method of issuance as follows. *Current students may obtain certificates from the automated certificate issuing machines on campus for only the issuance fees. - A separate printing fee (60 yen/copy) will be charged when printing at a convenience store.
- With the Certificate Issuance Service, you will need to apply for each type of receiving method. Please note that a system usage fee is charged for each type of receiving method.
Example: If you want two academic transcripts in Japanese, one printed at a convenience store and the other received by postal mail ■Application for issuance of one academic transcript in Japanese which is printed at a convenience store → 300 yen (issuance fees) + 200 yen (system usage fee) + [60 yen x 1 copy] (printing fee) → Total: 560 yen is required. ■Application for issuance of one academic transcript in Japanese which is sent by postal mail → 300 yen (issuance fees) + 350 yen (system usage fee) + postage → Total: 650 yen + postage is required. Example: If you want two academic transcripts in Japanese, two printed at a convenience store ■Application for issuance of two academic transcripts in Japanese which are printed at a convenience store → [300 yen x 2] (issuance fees) + 200 yen (system usage fee) + [60 yen x 2 copy] (printing fee) → Total: 920 yen is required. - If you choose to receive certificates by postal mail, you will be charged a postage fee based on the postal method you choose, besides issuance fee and system usage fee.
- Above fees do not change depending on the payment method selected.
*Please note that once payment has been completed, the certificate issuance fees, system usage fee, and other required fees will not be refunded for any reason.
